In Washington, a budget proviso has been proposed that would fund a least-conflict stakeholder process to balance renewable energy and conservation needs. Funding would help launch a collaborative process to identify preferred sites and develop best practices for solar siting in the Columbia Basin.

This proviso was introduced and approved in 2020, but was ultimately vetoed due to COVID. It was re-introduced in 2021.
