This ordinance enables transfer of development rights (TDR) in Avon, Connecticut.  The ordinances establishes regulations in to enable TDR in areas identified as having a high priority for preservation (sending areas) to areas identified as appropriate for multi-family development (receiving areas).  The goal of the ordinance is to preserve natural resources and open space while directing development to the appropriate locations.
