AN ACT Relating to eliminating expedited processing of an alternative energy resource facility fueled by solar energy on certain designated lands before the energy facility site evaluation council; amending RCW 80.50.075; and creating a new section.

This is a budget bill that includes $2 million (Sec. 3050) for the Farmland Protection and Land Access (FPLA) program to fund loans for land protection entities to purchase agricultural conservation easements on farmland at risk of being developed. Historically underserved producers will receive priority. This program is administered by the State Conservation Commission.
